According to the "Opinions on Promoting the Development of Urban Safety" (No.1 [2018] issued by the General Office of the CPC Central Committee), the capital investment of urban safe operation facilities should be increased and the informatization construction of urban safety supervision should be strengthened. The smart safety supervision (emergency management) system developed by the team includes a basic risk information database, an online hazard source monitoring and early warning system, a safety risk supervision system, a safety quantitative credit level management system, and an accident emergency response system, which can realize the functions of 4 levels of understanding collection, analysis, judgment, and auxiliary decision-making, including key parameter monitoring, key alarms, key risk pre-control, and intelligent monitoring of major hidden dangers.
