1. Process Safety Management ( PSM ) Evaluation and Improvement

Combined with the Center for Chemical Process Safety of the American Institute of Chemical Engineers ( AIChE-CCPS )，and relying on the R&D platform of chemical process safety assurance technology of the former State Administration of Safety and Production Supervision, the company is committed to the promotion and practice of the process safety management system in the domestic refining and chemical industry. The implementation of PSM is mainly based on the concept of PSM to carry out the audit of the existing safety management system of refining and chemical enterprises. Combined with the requirements of the national double prevention mechanism, the gradual implementation of actions is determined to improve the practicability and effectiveness of the management system. 

2. Cultivation of double prevention mechanism

Opinions of the Security Council Office of the State Council on the implementation of the guidelines for curbing major accidents and building a dual prevention mechanism (Security Council [2016] No.11) proposed that the construction of a dual prevention mechanism of safety risk classification control and potential hazard investigation and management is an important measure to contain major accidents. Our company combines the PSM concept with the requirements of the dual prevention mechanism of the state and enterprises, carries out risk identification by classification, determines the control level by using the initial risk, and further uses the layers of protection analysis(LOPA) to carry out residual risk assessment for high-risk scenarios to determine the risk acceptability; At the same time, the work of potential hazard investigation and risk management should be combined. The content of potential hazard investigation should include routine safety inspection and risk control measures in risk management, so that the dual prevention mechanism of enterprises can operate effectively and continuously, improving the risk management level of enterprises.

3. Process safety technical services

Since 2004, the company introduced HAZOP analysis concept, set up process hazard analysis ( PHA ) technology team, relying on strong technical strength and professional analysis team, committed to the petrochemical industry HAZOP, LOPA, JSA and other process safety analysis technology implementation and promotion. At present, more than 500 sets of petrochemical production devices and process safety analysis of oil and gas field treatment stations have been completed. At the same time, it provides process safety analysis training for many large petrochemical enterprises.
